Abstract
The article explores the strategic transformation of Ukraine's higher education management system amidst the full-scale war and the prospects for post-war recovery through the implementation of digital analytics tools. It is emphasized that the destruction of infrastructure and mass migration processes have made the transition to the Data-Driven Decision Making (DDDM) model one of the key mechanisms for preserving the national intellectual capital. The aim of the article is a systemic analysis of existing opportunities in higher education management and the prospects for modernization in the post-war period based on digital analytics tools. The study details the implementation levels of DDDM, with a special emphasis on the priority of predictive analytics for modeling future scenarios of higher education institutions' (HEIs) development. In the course of the study, an assessment of the current state of national educational information systems (in particular, EDEBO and SHC "AICEM") was conducted, which revealed a lack of their analytical capacity for the purposes of strategic planning of the educational network development and the formation of the state order for higher education. Based on the results of a comparison of practices in selected domestic and European technical HEIs (Sumy State University, Lviv Polytechnic National University, Igor Sikorsky Kyiv Polytechnic Institute, National Technical University "Kharkiv Polytechnic Institute", Tallinn University of Technology, and Warsaw University of Technology), the study demonstrates the high effectiveness of autonomous digital platforms in supporting the quality of the educational process and ensuring the operational resilience of universities. Significant problems regarding data interoperability have been identified. Key challenges include cyber threats and legal risks associated with the use of cloud services. A comprehensive set of measures for public administration is proposed, including the transformation of EDEBO into an analytical hub with open APIs, the implementation of AI modules to prevent student dropout, and the adaptation of the HEdPERF model to assess the quality of educational services. It is emphasized that the implementation of these steps will contribute to qualitative changes in developing a transparent system integrated into the EU Digital Single Market.
