Abstract

Corruption poses a serious threat to national security, undermining the foundations

of government, hindering economic development, and reducing the efficiency of state and municipal

institutions. This article examines the causes of corruption, its impact on citizens' legal consciousness,

and mechanisms for combating this phenomenon. The digitalization of public administration and

higher education is analyzed as an effective tool for increasing transparency and reducing corruption

risks. The study explores the practice of using qualitative and absolute academic performance

indicators in universities, identifying their shortcomings and their impact on the objectivity of student

assessments. The article emphasizes the need to reform the reporting system, moving away from

formal criteria toward a comprehensive approach to evaluating the educational process, aligning with

the strategic goal of improving the quality of graduate training.
