Abstract
The rapid development of digital technology has promoted the paradigm shift of discipline inspection and supervision from the traditional model to the intelligent and data-driven paradigm. This paper explores the paradigm conflicts and governance risks faced by discipline inspection and supervision in the digital era, revealing the deep tension between technology empowerment and institutional lag. The study found that digital supervision has improved the efficiency and coverage of supervision through technologies such as big data and artificial intelligence, but the embedding of technology has also led to problems such as blurred boundaries of supervision power, unclear attribution of responsibilities, imbalanced data governance, and increased privacy risks. Specifically, the conflict between technical logic and political logic, the lack of transparency caused by algorithm black boxes, and the lag of supervision culture behind technological development have weakened the legitimacy and credibility of supervision. In this regard, the study proposes to build a supervision mechanism that coordinates technology and institutions, improve data governance and privacy protection norms, strengthen the power boundaries and responsibility tracing system, and promote the modernization and transformation of supervision culture. Through the balance between institutional innovation and ethical constraints, digital discipline inspection and supervision can maintain the fairness and sustainability of supervision while improving governance effectiveness, and achieve a paradigm shift from ``tool dependence" to ``system governance".
