Abstract
The integration of legal instruments within national e-governance networks is essential to ensure the lawful, secure, and efficient delivery of public services in the digital age. However, as governments digitize operations, they face increasing strategic risks such as data breaches, noncompliance, and systemic vulnerabilities. Existing methods often rely on fragmented compliance checks and siloed risk management practices, which fail to provide a unified, adaptable approach across complex digital systems. This study proposes the use of the Governance Risk and Compliance (GRC) framework as a structured methodology to align legal requirements, manage strategic risks, and enhance cross-agency compliance within e-governance networks. The proposed method allows governments to systematically map legal instruments to digital processes, identify and assess strategic risks, implement control mechanisms, and continuously monitor compliance across the network. Applying the GRC framework leads to improved legal alignment, reduced systemic risks, better stakeholder coordination, and stronger resilience in national e-governance initiatives. The findings show that governments adopting this integrated approach can achieve higher levels of compliance, risk mitigation, and trust in digital public service delivery.
