Abstract
The Central Industrial District of Chernivtsi, located between the historic center and the Prut riverfront, is a strategic area for stitching together the urban fabric and increasing ecological resilience of the urban environment. The existing solutions of the 2012 Master Plan require detailed implementation mechanisms and alignment with the city’s Integrated Urban Development Concept and EU standards (sustainable mobility, blue-green infrastructure, adaptive reuse of industrial heritage).
The main aim of the article is to develop an integrated model for the development of territorial infrastructure and the revitalization of the Central Industrial District (CID) that combines spatial solutions, transport and ecological interventions, development regulations, and governance and financing instruments. Methods: analysis of urban planning documentation; spatial-functional and infrastructure audit; transport modeling and street cross-section design; blue-green infrastructure modeling; scenario planning for brownfield conversion; development of a roadmap, key performance indicators, and participatory mechanisms. Results: a network of continuous pedestrian-cycling corridors linking the city center, the rail hub, and the riverfront; proposed grade-separated rail crossings and public transport micro-hubs; a defined Prut blue-green framework (riverfront park, rain gardens, bioswales, green roofs, terracing as flood protection); principles for converting industrial plots to mixed use with adaptive heritage reuse; specified density and height regulations and requirements for active ground floors; proposed implementation phasing (1–2; 3–5; 6–10 years), a monitoring system for mobility, ecology, economy, and inclusion, as well as an institutional model and blended financing. The paper substantiates an integrated model that synchronizes transport, ecological, heritage, and governance-financial components within a single spatial-functional framework supported by an operational roadThe Central Industrial District of Chernivtsi, located between the historic center and the Prut riverfront, is a strategic area for stitching together the urban fabric and increasing ecological resilience of the urban environment.
