Development of an Educational Risk Management System for the Republic of Kazakhstan's Higher Education Institutions' Activities: Prerequisites and Basic Regulations

Abstract
The purpose of the study is to analyse the risk assessment in higher education institutions of Kazakhstan and to formulate ways to reduce risks. Risk assessment was conducted by 124 teachers and 380 students of higher education institutions of Kazakhstan, using a risk assessment model adapted for this study. The results of the survey were analysed in the context of the location of the educational institution, the duration of teaching and the age of the teachers. The findings contributed to the development of recommendations for minimising risks, the development of further surveys to study students' perceptions of risks in higher education should contribute to improving the quality of higher education in Kazakhstan in general. At the same time, the assessment of possible risks in higher education can be carried out in other countries, taking into account various factors of infrastructure development, location of higher education institutions and other aspects. The most significant factors to address the risks were found to be lighting transformation, changes in lighting services, and innovative factors. Prospects for future research may relate to the varying significance of financial and environmental risks, the choice of different development approaches, and the likelihood of new risks emerging in the future.
