Abstract

This scientific article is devoted to an urgent problem in the territory of the Russian Federation, namely, ensuring the financial accessibility of higher education, which is caused by a significant increase in tuition fees and a reduction in the number of budget places. The authors of the article analyze the modern educational lending market, emphasizing its obvious disadvantages, such as extremely high credit risks, poor awareness of applicants, and limited government-supported programs. The purpose of the research is to develop and test a modernized model of a targeted educational loan (TSC), which is based on a three– way interaction between the student, the credit institution, the employer and the state. The scientific novelty of the work is expressed in the creation of a synthetic index of the educational and credit potential of the region (SIOCP), which allows regions to be ranked according to the priority of implementing CSC based on combining socio-economic and educational indicators. The methodology proposed by the authors has been tested on data from the Novosibirsk region, thereby confirming its importance and revealing the region’s high potential for launching pilot programs. The results of the scientific research demonstrate that the developed model reduces credit risks, increases the availability of education and stimulates the training of well-trained and in-demand personnel.
