Abstract
This article examines artificial intelligence as a socio-technological phenomenon that transforms human interaction, institutional responsibility, value systems, and the conditions of social development in Ukraine. The study focuses on the social risks arising from the widespread integration of AI into public administration, education, healthcare, security, labour relations, and everyday digital practices. Particular attention is paid to the Ukrainian context, where AI development occurs under the combined influence of digital transformation, European integration, wartime challenges, cybersecurity threats, population displacement, and the need for post-war recovery. The purpose of the article is to identify the main social risks of AI and to provide their socio-philosophical assessment in order to formulate human-centred approaches to prevention and mitigation. The methodological framework combines systemic, structural-functional, comparative, historical, anthropological, axiological, dialectical, legal, and ethical analysis. The article argues that AI-related risks are not limited to technical failures or algorithmic errors but include deeper threats to human autonomy, dignity, social trust, equality, responsibility, and democratic governance. The research substantiates the need for a Ukrainian model of responsible AI governance based on transparency, accountability, human oversight, data protection, ethical expertise, public control, and harmonisation with European standards. It offers a conceptual basis for socially sustainable AI policy in Ukraine.
