Abstract

The purpose of the article is to characterise the concepts of “digital divide” and “digital inclusion” in order to identify their differences and interdependencies.

Research methodology. To achieve this goal, the author uses the dialectical method necessary for cultural studies, as well as general scientific methods of analysis and synthesis.

The scientific novelty lies in the focus on the differences and, at the same time, the interdependence of the digital divide and digital inclusion; the identification of the levels of representation of the digital divide (ensuring public access to computers and the Internet; development of digital literacy of users and their digital competencies; the extent to which digital technologies are fully used in professional activities and everyday life); clarification of the specifics of digital inclusion in the field of cultural heritage.

Conclusions. It is emphasised that digital inclusion is the provision of all individuals and communities, including people with disabilities, with all the necessary resources to use digital technologies and take advantage of the opportunities they offer. Rather, the digital divide manifests itself at levels such as access to computers and the Internet, digital literacy and digital competence, and the full use of digital technologies in professional and everyday life. The specificity of digital inclusion in the field of cultural heritage is to provide access to its assets for all categories of citizens, to democratise the processes by which these assets (tangible and intangible) are created, and to broaden the age range of potential recipients.
