Abstract
Strong and clear administration of state resources can play a crucial role in rendering local governance and allow for fair advancement of rural areas. The conventional fund allocation procedures experience inefficiency, a lack of visibility, and misuse vulnerability. To revolutionize the way local bodies handle and utilize development funds, this paper postulates to develop a blockchain-based e-Governance system. The system automates the process of disbursing funds, improves accountability, and allows the people to participate by integrating smart contracts, immutable ledgers, identity verification linked with Aadhaar, and a real-time dashboard of citizens. Our model can be modularly deployed based on Hyperledger Fabric compared to many other past designs. Data sharing is secure because of IPFS, and we have multi-layered access to data by officials, auditors, and citizens. The architecture focuses on rural situations that have minimal resources and attempts to treat security, scalability, and sustainability collectively. The architecture, functional process, technical, and comparative findings of the identified platform are discussed in this paper, which can serve as an efficient blueprint for future digital governance systems.
