Abstract

This research was linked to target 16.1 of Sustainable Development Goal 16, which aims to reduce violence and strengthen solid institutions through local citizen security strategies. The objective was to establish an administrative management proposal to improve citizen security services in a provincial municipality in the Loreto region by 2025. An applied, quantitative, non-experimental, cross-sectional study was conducted, surveying 137 employees using two structured and validated questionnaires. The results showed that administrative management achieved a good level of 62.04 %, with organization 73.72 % and management 72.99 % standing out for their functional structure and operational leadership. In contrast, planning 45.26 % and control 55.47 % showed limitations due to poor inter-agency coordination and the limited systematic use of indicators. Citizen security obtained an average level of 72.99 %, with advances in citizen well-being 79.56 % and weaknesses in crime control 62.77 % and preventive measures 60.58 %. With these findings, a proposal was designed that focused on participatory planning, technological modernization, inter-institutional coordination, and accountability. Concluding that its implementation will strengthen public value, promoting a safer and more satisfied community.
