Abstract

The speaker of this paper is talking about GrievTrack which is a hybrid Cloud-Blockchain platform able to render the existing redressal systems of complaints more efficient by ensuring the anonymity of the complainants, the confidentiality of the data, and the possibility of audit. The entire packages of grievances are off-chain stored in the scalable cloud object store encrypted and the small and time-stamped attestations, including content hash, event type, opaque actor identifier, jurisdiction, status, and timestamp are stored in a permissioned ledger. Metadata is extracted by an API Gateway and a lightweight NLP/ML triage layer (web, CSC, mobile, WhatsApp, and social/voice) which routes complaints with human-in-the-loop confirmation (where low-confidence cases) to a human-in-the-middle one. Chaincode has Action Taken Report (ATR) lifecycle policies and selective visibility SSI-style credentials and auditor read-nodes support accountable and privacy-preserving verification. We also outline a short security and threat model, some preliminary proof-of-concept benchmark and a scaling analysis. It is a hybrid model that meets the requirements of a cloud platform such as scalability and inclusion and the requirements of permissioned ledgers such as verifiability and non-repudiation. The overall evaluation, including proper measuring of the Event Integrity Score and Officer Accountability Index, is to be carried out in a different article where simulated pilots will be used.
