The paper shows the futility of traditional paradigms of Internet regulation of relations as a field of struggle between the owners and illegal users and shows that the way out of the antagonistic situation is the transition to the innovative quality of the consensus paradigm of implementing the principle of cooperation in the regulation of Internet services.
